But:  If the licence of the software says that I am allowed to experiment with it and try to make improvements, and if I need something "extra" in order to do that, then that "Extra" is part of the software.  The old GPL does exempt anything that is normally required but is part of the normal installation, so that for example I don't need to receive the compiler, but if I need a key to sign the code so it will run, in place of the existing code, then I need a way to sign my modified version.
